普惠型社会福利视角下的社会救助

＂适度普惠＂社会政策的提出,标志着我国社会福利制度正从＂补缺型＂转向＂普惠型＂。社会救助权利化趋势要求转变传统理念;社会救助全面化趋势要求以需求为导向,进一步拓展覆盖城乡的社会救助体系;社会救助专业化趋势要求健全管理体制和运行机制。因此,要以公民权利和政府责任为导向,积极培育有利于普惠型社会救助发展的理念;要以受益的普遍性为导向,完善社会救助体系,扩大覆盖面;要建立健全社会救助管理体制和运行机制,做好社会救助工作的组织保障。

Social Relief Should Meet the Requirements for Social Welfare of Universal-Benefit Type

The presentation of the policy of ＂moderate universal benefit＂ marks transformation of China＇s system for social welfare from a type of ＂filling vacations＂ to a one of ＂universal benefit＂.The trend of social relief becoming a right requires change in conception.Under the conditions of the universalization of social relief,the demand should be taken as a guide.The specialization of social relief requires improvement of the management system and the operation mechanism.It is,therefore,necessary to take citizens′rights and governmental responsibilities as a guide in being active in cultivating the idea conducive to development of social relief of universal benefit type,improve the social relief system and expand the coverage of social relief by taking the universality of being benefited as a quide,and organizationally,set up and improve the management system and operation mechanism for social relief.
