The development of a country's public library has become one of the important symbols of its economy,culture,education,technical level and citizen's artistic appreciation.Both Chinese and Russian libraries enjoy historical origins.The former Soviet Union's library information theory and thinking had influence upon a generation of Chinese libraries.Although the circumstances changed,Russian library experience can be used for reference.
