| Abstract: | depended on the goal of community construction, the government function in urban community construction has rich contents. To bring the government's role into play in community construction scientifically, it's necessary to take community construction as a process, and to form a goal's system of government propelling community construction, and to establish the guiding ideas of allocating government function periodically. |
