| Abstract: | During the state-owned reform, we lead into the "private operation" mechanism, under the condition that the ownership of the assets remains unchanged, we have formed the effective encouragement and constraint mechanism, it greatly improves the labor productivity and makes the enterprise extricate the difficulties and enter the quick development at the next stage as soon as possible. |
