中国“官员问责”制度化进程及其完善

官员问责制是对没有用好人民赋予的权力的官员进行追究的一项制度。自2003年我国发生“非典”以来，官员问责制一直为社会各界所关注，中央及相关部门出台了一系列制度条例，使官员问责逐渐由权力问责向制度问责转变。《中华人民共和国公务员法》的实施，标志着我国官员问责走上了法制化道路。今后一个时期，我国“官员问责”需进一步明确问责事由，增加问责对象，细化程序规定，加强群众和舆论监督，使官员问责制度日益健全和完善。

The Course and Improvement of China''''s System of Accountability

The system of accountability is a system for investigating and made good use of power entrusted by the people. Since SARS in 2003, affixing responsibilities of those who have not this system has been concerned about by the public, and the central authorities and related departments have published a series of regulations, which makes accountibality shift from power accountability ot institution accountability. The application of the ＂Law on civil servants of the PRC＂ marks China＇s accountability having taken the road of legal system. In the days to come, thd origin of a matter for accountability should be further made clear, the mumber of targets for accountability should be increased, regulations on accountability procedure should be more detailed, and supervision by the masses and public should be strengthened so as to make accountability increasingly improved.
