| 摘 要： | 随着社会主义市场经济体制的建立和经济体制改革的深入,社会保障制度的作用越来越突出。当前甘肃省社会保障制度建设的难点在于老龄人口的不断增加,加重了社会保障的负担;稳定的社会保障资金筹措机制尚未建立,资金筹措渠道单一;改革的成本和风险对社会保障的影响将更加突出。

| Abstract: | The difficulties of construction of the social safeguard system in Gansu province exist in the continual growth of the senior population to add the burden of the social safeguard,the single fund resource without setting up the system of collecting social safeguard fund and the greater influence of the cost and risk of reform on the social safeguard. |
