| 摘 要： | 改革开放以来,特别是新农村建设政策启动以后,我国农村面貌逐步发生了新的变化.这就说明农村发展选择什么样的政策至关重要.因为政策为新农村建设提供了路径,,而政策介入是政策目标与结果之间的桥梁,对政府能否达成既定政策目标具有决定性影响.因此,理性的认识新农村建设中公共政策介入作用就显得尤为重要.
