| 摘 要： | 发展权是20世纪70年代以後逐步形成的新一代人权．发展权提出之时，正是中国思考和寻找自身发展道路之时；发展权确立之时，正是中国实行改革开放和开始走自身特色发展道路之时；发展权在国际范围内逐步得到促进和保护之时．正是中国经济快速发展和社会全面进步之时。时值《世界人权宣言》发表60周年和中国实行改革开放30周年之际．回顾中国促进和保护发展权的历程．对於中国迎接挑战和实现又好又快发展十分必要。

| Abstract: | The right to development is part of a new generation of human rights that gradually formed in the 1970s. The time o（initiation of the right to development was the time of China＇s reflection on its course of development and endeavor to seek a new path of development. The time of establishment of the right to development was the time of China＇s adoption of the policy of reform and opening up and embarkation on a new path of development with Chinese characteristics. And the time of gradual promotion and protection of the right to development around the world is just the time ofChina＇s rapid economic development and full-scale social progress. The year 2008 is the 60^th year following the promulgation of the Universal Declaration of Human Rights in 1948, and also the 30^thyear tbllowing China＇s adoption of the policy of reform and opening up in 1978. The review of China＇s history of promoting and protecting the right to development at such a crucial time will be highly neeesary to China＇s efforts to meet new challenges and realize sound and rapid development. |
