以研究促进政策和法律纳入社会性别视角——社会性别与法律/政策项目的探索

全国妇联妇女研究所主持的社会性别与法律研究项目的研究表明,虽然在中国政策和法律中几乎看不到直接的歧视,但是,大量的看似性别中立的政策在实际中对妇女发展不利。为了创造一个有利于妇女发展的环境,在政策和法律中制定积极政策和措施十分必要。同时,还应当鼓励法律/政策的执行者从积极的角度解读政策并创造性地工作,在现有政策框架内尽最大可能促进社会性别平等。

Enhancing Gender Mainstreaming in Public Policies and Laws through Research:The case of a Research Program of the Women's Studies Institute of China

A research program initiated by the Women's Studies Institute of China analyzes gender gaps in existing laws and policies.Its findings indicate that although overt discrimination is elusive in laws and policies,a majority of these policies and laws are seemingly gender neutral but in practice,have had negative impacts on women.Hence,it is imperative to incorporate affirmative actions in laws and policies and to create an environment that enables women's development.In addition,policy implementers need to be encouraged to proactively and creatively interpret existing policies so as to make every effort to promote gender equality in the given policy framework.
