| 摘 要： | 政府规制作为一种治理方式和制度安排，受到一国特定制度禀赋的约束。本文首先从经济、政治与法律、社会三个层面剖析了中国政府规制所面临的特殊制度禀赋约束，进而分析了特殊制度禀赋约束下的规制改革的阶段性、特征与困境，在此基础上提出解决规制困境的目标整合模式及最优规制模式。

| Abstract: | As a type of governance and systemic arrangement, government regulation is restricted by the particular systemic endowment of the country in question. This paper first analyzes the systemic endowment that restricts the Chinese governmental regulation from the perspectives of economic, political and law, and then analyzes the stage, characteristics, and the plight of the regulatory reform under the particular systemic endowment constraints. Based on these, a target integrated model and an optimal regulatory way are proposed in this paper. |
