| 摘 要： | 公园管理机构是公益性事业单位,不能从事以营利为目的的经营活动;婚纱照收费的主要部分不是服务性或经营性收费,而属行政事业性收费,必须依法规范;各地公园自行制定婚纱照收费标准和收费,构成违法收费;地方物价部门默认甚至支持这种收费行为,涉嫌违法行政或行政不作为。

| Abstract: | As public welfare institutions, park management bodies cannot engage in for-profit business activities. Neither being service charges nor operational charges, the main part of wedding photos charges are administrative undertaking charges and thus the charges should be lawful and standardized.？ local parks establish their respective standards for？ ＂the wedding photo charges＂,thus the charges are illegal.？？local price administrative organs？give tacit consent to？or even support this kind of behavior, which should be regarded as illegal administrative or administrative ommission. |
