浅析瑞丽段中缅边民偷越国境问题

由于自然条件便利、经济利益驱动、边民国境意识淡薄以及边防设施陈旧等多方面的原因,瑞丽段中缅边境地区存在严重的偷越国境现象,这不利于我国边境地区的社会秩序稳定和中缅关系的长期友好发展。对此,应该通过引入科技手段、实现片状管理、细化法律法规、加强与缅甸边防部门的合作等方式,有效打击偷越国境的违法犯罪行为。

Views on Illegal Border-Crossing of the Inhabitants of the Border Area in Ruili Section of the Sino-Burmese Border

This article points out that illegal border in Sino-Burmese border, especially in Ruili section, convenient natural conditions, economic interests, crossing of the inhabitants in border areas across the frontier is becoming very serious on account of the reasons involving unconsciousness of border concept and outdated border facilities. It is undoubtedly not conducive to the stability of the social order in border areas of our state and the long-term development of the friendly Sino-Burmese relations. In this regard, the author suggests steps be taken to effectively strike such illegal crossing acts through ways of introducing technological means, establishing section-level management, refining laws and regulations and strengthening cooperation with Burma border guards.
