海上抢劫犯罪的现状及侦防对策研究

由于各种原因,海上抢劫犯罪侦查中存在着出警速度慢、侦查破案率低、情报信息来源不畅及执法干部素质不高等问题。应依托海上快速反应机制,追缉堵截犯罪嫌疑人、及时询问知情人、认真组织现场勘查、控制销赃渠道、加大审讯力度等海上抢劫犯罪侦查对策,建立与完善犯罪情报信息网络、完善海上快速反应机制、加强教育培训及与国内国际协作等对策,预防海上抢劫犯罪,维护海上安全。

Research on the Present Situation of Robbery at Sea and the Investigation Countermeasures against It

For a variety of reasons, investigation on robbery at sea is confronted with some problems such as slow policing response, low detection rates, inefficient information sources and poor quality of law enforcement cadres. In response to those problems, the article comes up with the investigation countermeasures against the robbery at sea. Namely, we should rely on rapid reaction mechanism at sea to intercept and capture the crime suspects, instantly ask the insiders, investigate the crime scenes, control disposal of the stolen goods and increase the intensity of the trial. Efforts should also be made to establish the crime information network, improve the rapid reaction mechanism at sea, strengthen education and training, and domestic and international cooperation with the view to being effectively on guard against the robbery at sea and maintaining security at sea.
