浅谈农村社区的治理与服务

农村社区是由从事农业生产活动为主要内容的居民而形成的社会生活共同体,其建设具有行政化、治理模式多元化和精英治理等特点。由于政府职能转变不到位和长期的＂城乡二元结构＂,还存在着协调机制不完善、社区建设资金匮乏、公共服务水平低和社区居民政治参与程度低等问题。应通过发展和完善社区民主政治、改善农村社区公共服务整体水平和提高村民社区治理的参与程度等,为农村社区提供更多更好的服务。

Views on Management of and Service for the Rural Community

The rural community is one with residents engaged in agricultural production actlvltmS with development being administration-oriented, governing mode being diversified and governance running by elite as its characters. Because the transformation of government functions is not in place and long-term dual structures in urban and rural areas remains, there still exist problems like inperfect coordination mechanism, lack of funds, low public service and low political participations. The auther suggests that in order to provide more and better services for the rural community, efforts should be made to develop and perfect community democratic politics, improve the overall level of rural community public service and enhance resident participation in community management.
