| 摘 要： | 罚款指标是长期以来困扰交巡警工作的一个十分突出的问题。罚款指标的形成有其历史的和管理上的原因。明令取消罚款指标、严格执行罚缴分离、实施新的勤务考核办法是解决罚款指标问题的有效办法。

| Abstract: | Penalty index is a very protruding problem that has been troubling the traffic & patrol police work. The formation of the penalty index has its historical and administrative reason. Openly canceling the penalty index, strictly separating penalty from payment, implementing new duty check means is a successful solution to the problem of penalty index. |
