刑事照相规范化建设探讨

实行刑事照相规范化建设很有必要,它是保证刑事现场照片证据价值的前提;是为侦查提供线索、对案情进行综合分析的保证。目前,刑事照相规范化建设存在技术人员紧缺,整体素质偏低和刑事照相设备匮乏,技术经费紧张等问题。针对现存的问题,应当在征求多方面意见的基础上,制定出《刑事照相、录像规则》,使刑事照录像人员、设备、现场照片和管理等方面有据可循,有法可依,并应加强基层技术人员的专业化、规范化培训。
