论全球化进程中的国际组织

国际社会的组织化是同全球化互为因果、彼此促进的历史进程，其标志即为国际组织的繁衍并活跃于国际事务的所有方面。政府间组织和非政府组织作为性质不同的非国家行为体，在国际社会中各自发挥着不可替代的巨大作用。国际组织法由规范、调整政府间国际组织行为的原则、规则和制度组成，是国际法的一个重要分支，它着重研究国际组织的机构法、程序法及其法律秩序。对国家而言，国际组织是一种现实的至关重要的国家利益。中国应更加重视和积极参与国际组织的活动。

On International Organizations in the Process of Globalization

The organizationalization and globalization of international society is a mutualistic historical process. Its signal is the proliferation of international organizations and their active participating in every aspect of international affairs. As different non－state subjects, inter－governmental and non－governmental organizations play a huge and unsubstitutive role in international society respectively. The international organizational law is made up of principles, rules and systems regulating and adjusting the acts of inter－governmental international organizations, and it is an important branch of international law. It researches on the laws relating to organs, procedures and legal rules of international organizations. International organizations are a practical and key state interest to one country. China should attach more importance to and participate more actively in international organizations.
