| 摘 要： | 人大监督功能弱化是不争的事实。对此,本文提出了如下对策和建议:一是人大监督制度理论基础的反思与构建;二是建立健全市场经济体制,为人大监督提供相应的经济和政治文化土壤;三是进一步深化政治体制改革,解决党政不分的问题,改革选举制度;四是改革和完善人大自身运行机制等。

| Abstract: | It is a non-disputed fact to serious weakness of supervisory authority of the People's Congress.So The author raises the following suggestions:First,the basic theory of supervisory system of it has to be developed and changed in accordance with time;Second,we should establish and improve the market economic structure,which can provide the relevant soil of the economy and the political culture;Third,we should further strengthen the reform of the political structure,solving the non-divided relationships between the party and the government;we should reform and perfect our election system.Fourth,we should reform and improve self-operating mechanism of the people's congress and so on. |
