对西部城镇加强基层民主化管理的思考

民主程度代表一个国家法律制度的完善程度。在我国，由于受传统和地域等因素的影响，西部城镇特别是乡村的民主化建设基本上处在起步阶段，还没有涉及到民主的实质性内容，这与我国法律规定的民主制度之间还有相当大的差距。本文就民主理念及全面落实直接选举等问题对西部城镇基层单位的民主化进程进行了分析，提出“法治理念”、“民主理念”是当前依法行政理念的核心的建议。
