关于青少年犯罪现象及预防问题研究

青少年犯罪问题作为一个引起多方关注的社会现象和较为复杂的法律现象,历来受到全社会的普遍重视,如何预防和减少青少年犯罪是许多法律工作者、教育工作者及社会学者等各界人士研究的重要课题,也是一个关系到国家长远发展的根本问题。从我国的司法实践看,从八十年代开始,青少年犯罪的比例开始有所下降,并形成数量、比例逐渐趋于稳定的状态。作为—种社会现象,随着时代的发展变迁,不同时期的青少年犯罪也会呈现出一些新的特点和规律,总结研究这些新特点和规律,对预防和控制青少年犯罪具有重要的指导意义。本文拟从近三年鞍山地区某基层法院审结并生效的青少年犯罪案件入手,对18周岁以下青少年犯罪案件进行分析,归纳出当前新形势下青少年犯罪的特点、原因及处理该类案件中存在的问题,从而提出预防和控制青少年犯罪的建议与对策。

Research on the phenomenon and prevention of juvenile delinquency

The problem of juvenile crime has attracted widespread attention in the community as a social phenomenon and a more complicated legal phenomenon. How to prevent and reduce juvenile delinquency is an important issue studied by many legal workers, educators and social scholars, and is a fundamental question of the long -term development of the country. Judging from China's judicial practice, from the beginning of the 1980s, the ratio of juvenile crime started to decrease, and formed a state of gradually stable number and ratio. As a social phenomenon, with the development of the times, different stages of the juvenile will be showing some new characteristics and rules. Summing up these new features and patterns has major guiding significance for prevention and control of juvenile delinquency. This article, based on the juvenile court cases examined and valid in Anshan in the past three years analyzed juvenile delinquency cases under 18 years old, summed up the characteristics and reasons of the current juvenile crime under the new situation and the problems in handling such cases, so as to make suggestions and countermeasures to the prevention and control of juvenile delinquency.
