| 摘 要： | 本文分析了影响杭州市老年社会福利机构发展的内外部因素,以及它们面临的外部挑战和内部问题.进而,提出要促进杭州市老年社会福利机构的发展,政府必须明确"社会福利"的功能并调整社会福利社会化政策:而老年社会福利机构自身也应该积极主动应对外部挑战和内部问题.

| Abstract: | The article analyses the internal and external factors which influence the development of the old people's welfare agencies in Hangzhou. It points out the external challenges and internal problems that they are faced with. Government should specify the functions and regulate the policies of "social welfare" in order to promote the devlopment of the old people's welfare agencies in Hangzhou. They should actively deal with the external challenges and internal problems so as to get developed smoothly. |
