| Abstract: | The enhancement of governmental construction on administrative efficiency is the necessary requirement of improving the Party's construction on both ruling ability and advanced feature,the practical need of completely realizing scientist development concept and of building socialist harmonious society and the important guarantee of promoting transition of governmental function and implementation of ruling for people. |
