恐怖主义是各种社会矛盾尖锐化或畸形发展的产物。10年前,恐怖主义愈演愈烈,已经引起世界各国的普遍关注。面对恐怖主义的全面升级,各国都重新审视国家安全环境,加强对反恐机制的探索和研究。中国的反恐机制刚刚起步,需要加强完善的工作有:首先是立法工作,应尽快制定一部统一、完整的《反恐怖法》;其次是要完善专门的反恐机构,增加专业反恐力量,配备现代化的技术装备;另外,要注意反恐国际间的合作,因为绝大部分恐怖组织具有国际性,依靠一个国家的努力很难解决这个难题。
