实践群众路线的困境与新模式构建

当前,实践群众路线存在的主要问题有：目标任务没有量化、群众人数难以确定、利益代表可能错位、介入程度不易衡量、行动无法成为常规和自利人性不好平衡等。随着经济和科技的发展,广大党员干部群众与时俱进,创造出许多具体有效的新方式用于密切党群干群关系。以这些新方式为基础,可以从四个方面构建实践群众路线的新模式：群体行为模式、干群互动模式、代言模式和依法维权模式。

Dilemma and New Mode of Mass Line Practice under New Situation

At present,there are maiay problems of the mass line in practice,which mainly includes： objectives and tasks are not quantified; the number of the masses is difficult to be determined; the representative of public interest may be dislocated;the level of intervention is not easily measured;cadres action cannot become routine; self-serving humanity is difficult to be balanced ;etc. With the development of economy and technology,the majority of the Party members and the masses keep pace with the times,and create a lot of specific and effective ways to close party-mass relationship or relationship between cadres and masses. Based on these new ways,the new mode of mass line in practice under the new situation can be constructed from the four aspects： collective behavior patterns, patterns of interaction between cadres and masses,patterns to search for the masses spokesman, and patterns to maintain rights in accordance with the law.
