| 摘 要： | 由于我国《宪法》和《立法法》对于国家立法权限的规定过于抽象和模糊 ,导致全国人民代表大会和全国人大常委会的立法冲突不可避免 ,全国人大和全国人大常委会对宪法实施的监督也很难落到实处。为有效解决这一问题 ,本文提出了设立立法委员会的设想 ,并对设立立法委员会的必要性和可行性进行了分析。
