| 摘 要： | 确立“以人为本”为妥善解决群体性事件的基本原则,首先对“以人为本”要从“名称式”的认识进入到“概念式”的理解;其次,对确立这一原则的理由要从“感性”阶段上升到“理性”高度;最后,切实的贯彻这一原则要从“抽象”转化为“具体”。
