论我国治安志愿者制度及其完善

我国治安志愿者制度正处于不断发展和完善过程中,当前存在制度保障不足,公众参与热情的深度和广度不够,政府支持不足等问题。限制我国治安志愿者制度推进的因素主要有:社会经济发展水平和受教育程度、治安志愿活动所处的初级阶段、公安机关认识不够、有效沟通平台缺乏、激励体系不完善等。对此,应加强对公众的宣传教育,支持、帮助治安志愿组织的发展,规范治安志愿者的招募、培训、管理制度,设立治安志愿者服务网站,构建多元激励机制。

On Volunteer System of Public Order in China

The volunteer system of public order in China is constantly developing and improving.Currently there exist problems such as inadequate institutional guarantee,limited public participation and weak governmental support.Factors which restrict the development of volunteer system of public order in China include: social economic development,weak awareness of the public security organs and lack of communication and inefficient incentive system.Different measures should be taken: reinforcing education of public awareness,helping to develop volunteer organization;standardizing the recruiting,training and management of volunteers,setting up websites of volunteer service and establishing systems of multiple incentives.
