| 摘 要： | 党委会制度是我们党创立的一项基本领导制度。建党九十年来,党委会制度经历了初步形成、曲折发展、突破创新和深入发展几个重要历史阶段。以八大为起点,我党开始执政条件下党委会制度建设的新探索,形成了一系列基本原则。就地方党委来说,以党在不同历史阶段提出的思路对策为依据分析,党内权力运行中实际上始终存在权力过分集中和影响集中统一两大弊端。完善党委工作运行机制、民主决策机制和制约监督机制,则有利于解决这两大弊端。
