| 摘 要： | 党的十七届五中全会是在我国即将完成“十一五”规划、加快转变经济发展方式、全面建设小康社会的关键时期召开的一次重要会议。会议通过了“十二五”规划的建议，明确提出了“十二五”规划的指导思想、基本要求、奋斗目标、主要任务、重大举措。深入学习领会和准确把握“十二五”规划精神和主要内容，联系实际抓好贯彻落实，对促进兵团跨越式发展意义重大。
