| 摘 要： | 在反腐倡廉的各种方式中,制度监督是最为根本、最为有效的.反腐倡廉的制度优势源于制度的根本性、全局性、稳定性和长期性及其可操作性.在社会转型时期,只有通过持续的制度创新与制度建设,重塑人们行为的激励机制,才能开创反腐倡廉工作的新局面.
