群众公权观:创新社会管理的思想基础

本文以社会管理公仆路线和社群路线的分析为视角,提出社会管理的思想原则:贯彻群众路线克服官僚主义;以权为民所赋、责为民利谋的群众公权观的思想创新为基础,通过对社会管理预算与服务博弈矩阵的分析,阐释了党委在社会管理两对基本矛盾关系中,统领天理,协调人欲的地位和作用。

The Outlook of Public Power: Basis of Innovating Social Management
