| 摘 要： | 基层政府的公共服务能力和社会管理能力是服务型政府建设中的重要一环,提升基层政府公共服务能力是行政体制改革的重要战略部署。本文结合上海区县、街镇的实际,梳理了当前基层公共服务存在的较突出问题,并剖析了造成这些问题的各种因素。目前制约基层公共服务能力既有主观原因,也有客观原因;既有理念问题,也有体制问题,提高政府服务能力需要从多方面着手。在此基础上,针对性地提出了对策性建议和意见。
