| 摘 要： | 2002年国务院取消涉及管制刀具的四项行政审批项目后,管制刀具的管理进入盲区,治安管理处罚法实施以后,取消了对非法制贩管制刀具的处罚,弱化了对管制刀具违法行为的打击力度。尽管公安部要求对管制刀具要依据《对部分刀具进行管制的暂行规定》进行管理,但目前管制刀具的管理基本流于形式。有必要加强管制刀具管理的立法进度,加强对非法制贩管制刀具行为的管控措施,建立更科学的刀具管理体制。
