| 摘 要： | As the approaching of the 21st century, China, the US and Russia, being the world major powers, have adjusted their relationship in recent years as to make theirs the most important one in interlational relations. After Kosovo Crisis, considering their own strategic interests, China, the US and Russia are making their efforts to renovate their relationship harmed by Kosovo War. As the one to trigger the war and the one to make Sino- US and Russia- US relations worse, the US begins to adjust its strategy and take the initiative in renovating its relationship with China and Russia, for the purpose of safeguarding its global strategic interests. The US temporarily bridles its hegemonist act, takes the initiative in defusing and improving its relationship with China and Russia, for the purpose of holding China’s and Russia’s positions, making efforts to cooperate, making use of “the favourable circumstance” of its global strategy, and speeding up the deployment of its global strategy. Therefore, it cannot be changed in pretty a long time for the US to prevent the rise of China and Russia and pursue a pressing and containing strategy toward China and Russia. Anyway, the emphasis and aims of the US policy toward China and Russia are different. From this point, the tendency for Russia to ally with China against the US is becoming more possible. And it will form a strategic opportunity for China.
