Quantitative Analysis of People's Representative Body at the Basic Level within Ten Years (1939- 1949) of National Government

In 1939,the national government rebuilt the autonomy and advocated the new county system that people's representative bodies at the basic level were set up at the county level or under it,so as to extricate itself from the domestic trouble and the foreign invasion.However,during the typical periods of 1942,1944,1947,the people's representative body at the basic level,which reflected democracy and was given repeated instructions and established by the national government,wasn't set up as scheduled.Since the democratic politics lost its essential organization foundation,the so-called autonomy had to become an illusion.
