| Abstract: | This research shows that through cross-department cooperation, Guangzhou has been on the top of the country in terms of innovation of social policies and social service practice regarding caring for different groups, and has now established a preliminary service system for the youth, which is featured by the mechanism that government purchases services, while social organizations provide professional services. |
