| 摘 要： | 监狱警察的管理机制直接关系到行刑的质量和罪犯的改造效果。长期以来，我国狱警管理机制存在着准入管理不规范、职能定位不合理、业绩评价不科学和经费保障不到位等弊端，影响了监狱警察的职业化建设和公正、廉洁、文明、高效的新型监狱建设。因此，有必要改革我国监狱警察管理机制。在狱警的准入管理上，走专业化道路；在狱警的岗位管理上，实行分类管理；在狱警的绩效管理上，构建科学的评价体系；在狱警的保障管理上，实行中央垂直管理，并实行狱警高薪制。
