实现和谐民生的可行路径之一:构建利益公正机制

随着社会各界对和谐理念的认同,人们也越来越认识到民生在构建和谐社会中的核心作用。和谐民生的本质是利益公正,和谐社会建设中应还利益公正于民生。实现和谐民生,应构建包括利益表达的制度环境、组织化的弱势群体同强势群体进行博弈、政府作为公正的第三方介入协调的三位一体的利益公正机制。

A Possible Approach to People's Livelihood with Harmony: Construct the System of Interest Justness

As identification with the concept of harmony,people have being realized the key status of people's livelihood with harmony in the construction of harmonious society more clearly.After discussing the essence of people's livelihood with harmony which is interest justness,the article considers that we should give interest justness back to people's livelihood in the construction of harmonious society.And then it will put forward a triune system of interest justness which includes insti- tutional environment with interest's expression,the systematized weak groups gaming with strong groups and the govern- ment's mediation as a just third party.
