经济政策学视角的“奥肯悖论”分析

近年来,中国GDP的高增长却没有带来高就业,这一经济现象有悖于经济增长与失业变动存在反向替代关系的奥肯定律,因而,中国存在着"奥肯悖论"现象.依据经济政策学的有关原理,从经济增长与充分就业之间的目标相容性,以及目标与工具相容性的角度进行分析,经济增长与扩大就业本身并不存在目标冲突,当前中国存在"奥肯悖论"的主要原因在于目标与工具的不相容,即拉动经济增长的主要手段不能明显有助于就业岗位的创造.因此,我国要摆脱高增长、低就业的困境,必须使经济增长与充分就业两大目标相容.

Analyses on "Okun's Paradox" from Economic Policy Science's Perspective

In recent years,high GDP increase has not brought high employment rate, and this economic phenomenon conflicts with Okun's law,which prescribes a reverse relation between economy increase and unemployment. Therefore there exists a "Okun's Paradox" in China. According to related principles of economic policy science, there is not objective conflict between economy increase and sufficient employment.The main reason of "Okun's Paradox" in China is the incompatibility between economic objects and policy tools. Consequently,it is important to realize the compatibility of economy increase and sufficient employment.
