| 摘 要： | 抓好经济转型升级，是当前一项十分关键和紧迫的任务。公安机关必须全面树立“稳定也是生产力”的理念，切实增强保障和促进经济转型升级的主动性；必须全面把握影响社会和谐稳定的突出问题，切实找准保障和促进经济转型升级的着力点；必须全面履行公安职能，切实提高保障和促进经济转型升级的贡献力。
