电信诈骗犯罪的新趋势与防治对策

文章通过对近年来电信诈骗案件的特点、发展趋势、成因及防范对策的研究，提出了应当如何侦办电信诈骗案件的程序与方法的可行性建议，即由公安部牵头就打击电信诈骗犯罪成立联络站，各省、市建立分站，专门接受电信诈骗犯罪的报案、控告、举报，各分站应及时立案并将案件信息及时上报，由公安部联络站就全国范围内发生的电信诈骗犯罪信息及时汇总、研判，及时向下反馈，形成灵活能动、全局掌控、反应迅速、统一行动的办案机制，以有效打击电信诈骗犯罪。

New Trends in Telecommunication Fraud and Countermeasures

Based on the study of the characteristics, trends, causes and countermeasures of telecommunications fraud cases in recent years, some proposals of the investigation procedures for telecommunications fraud cases are given in this article. That is, the Ministry of Public Security sets up a station to combat telecommunications fraud, and the provinces establish sub-stations, designated to receive telecommunications fraud reporting and complaints, and the cases should be timely registered by the sub-stations and reported the case information to higher authority in a timely manner. The station of the Ministry of Public Security should gather, study and judge these telecommunications fraud information on a nationwide and timely feedback to the sub-stations to combat the telecommunications fraud limberly, rapidly and effectively.
