| 摘 要： | 村民自治虽然取得巨大成就,但由于制度设计、传统体制的惯性和自治主体素质等多方面的原因致使实践中在自治主体、功能和权力等方面存在较严重的异化现象。笔者以为,克服村民自治异化,不仅要完善制度供给,强化组织保障;而且还要贯彻村务公开,加强程序保障,建立有效的司法保障机制,更要完善民主选举制度,提高村民自治主体素质。

| Abstract: | Though villager autonomy have gained great achievement,but for the reasons of system design,the inertia of traditional system and the diathesis of autonomy main body,lead the serious dissimilation of main body,function and rights of autonomy in practice.The penman think that it should perfect system supply and strengthen organizing ensure,carry out village affairs to open,strengthen procedure ensure,establish effective justice ensure system,perfect the system of democracy election,improve the main body diathesis in order to overcome the dissimilation of villager autonomy. |
