| 摘 要： | 农民问题一直是中国的根本问题，农民问题的核心是公民权利问题。以权利看待农民将从根本上有助国家对农民问题有解决。对农民公民权的关切和研究，缘起于长期以来的历史沉思、现实困惑、未来幢憬、理论追寻以及对农民和国家命运的深情关怀。

| Abstract: | The issue of farmer has always been the most fundamental problem of China,of which the core is the issue of citizenship.Viewing farmers in terms of rights will be radically helpful for solving the problem of farmer.Concerns and studies of farmers' citizenship originate from the long-term historical meditation,realistic confusion,future longing,theoretical pursuit as well as the deep concern for farmers and national destiny. |
