行政执法理念的更新与和谐社会建设

在构成和谐社会的诸多要素中，法治处于核心地位，行政执法是法治的关键。完善的行政执法制度是构建和谐社会的保障，加强行政执法是和谐社会建设的必然选择。随着改革开放的逐步深入，我国在行政执法方面有了显著进步，但在执法实践中仍存在不少问题，执法理念的传统与陈旧是问题产生的根本原因。因此，必须更新传统的执法理念，树立平等、诚信、人权保障、执法为民等适应时代发展需要的、全新的、先进的行政执法理念。

The article begins with the relations between a harmonious society and administrative law-enforcement, and suggests, on the basis of expounding the present situation of administrative law-enforcement and giving analysis of its causes, that under the historical conditions of building a harmonious society efforts be made to set up the idea of equal and honest law-enforcement and of law-enforcement to guarantee human rights and for the people.
