规范执法治刑讯逼供之“顽症“

本文针对我国公安工作中实际存在着的刑讯逼供这一“顽症” ,从客观现状出发 ,深入分析了这一“顽症”久治不愈 ,时而复发的原因 ,并从政治文明建设的高度 ,从保障人权出发 ,提出了“端正执法思想、转变执法观念”等六条治理刑讯逼供之“顽症”的对策 ,以达到“以人为本 ,规范执法”的目标

Regulate Law- enforcement to Prevent Extorting a Confession by Torture

To counter the stubborn problem of extorting a confession by torture,this paper makes a thorough analysis of the causes.From the aspects of constructing political civilization and protecting human-rights,this paper proposes six countermeasures,including changing and correcting the idea of law-enforcement,etc.,for the purpose of regulating law-enforcement on the basis of people.
