政绩观的扭转与绩效评估的推进

摘    要:文章通过在我党执政过程中,政绩观由不自觉到自觉,由正面积极价值到反面消极价值,再由形而上学趋向科学等一系列起伏转变的描述,引发了对我国行政体制、选用人机制、文化管理等若干方面改革的思考;以对形而上学政绩观和科学政绩观的特征描述为基础,分析了它们存在的条件以及由前者转为后者的路径;通过探讨政绩观与绩效评估之间的关系,指出坚持科学的政绩观是开展绩效评估的前提,绩效评估的正确开展有助于科学政绩观的彻底确立,绩效评估本身则是一具有规模性前途的市场。

Abstract:Through describing three stages of change of understanding of how to appraise officials' performance in the process during which the Party holds power,namely,from the unconscious understanding to the conscious understanding;from the positive understanding to the negative understanding;from the metaphysical understanding to the scientific understanding,this paper first discusses some aspects of reform of administrative framework,mechanism of selecting and using the talented,culture administration and so on.Then,based on describing the characteristics of the metaphysical and scientific understanding of how to appraise officials' performance,this paper analyzes the conditions under which both understandings exist and the changing path from the former to the latter.By discussing the relationship between the understanding of how to appraise officials' performance and performance appraisal,this paper finally points out that the scientific understanding of how to appraise officials' performance is a prerequisite for performance appraisal,in turn,performance appraisal,with a broad market prospect,will be helpful to set up completely the scientific understanding of how to appraise officials' performance.
