关于公安民警教育培训机制建设的几点设想

当前，人民警察的教育培训发展形势不错，然而，民警的教育培训工作中也还存在一些不容忽视的问题，其中表现尤为突出的是民警教育培训的机制建设滞后，教育培训的实际效果大打折扣，民警参训的意识不强等方面。公安教育培训系统运行机制主要内容包括运行目标、运行动力、运行形式、运行环境、运行调控五个方面。构建民警教育培训机制必须充分考虑调动教育培训部门、主管部门、学员和用人单位的各方积极性，以科学发展观为指导，以实现民警职业能力素质的提高为目标，以追求教育培训的实际效果为导向。
