| 摘 要： | 海外华人人权屡被侵害的问题，是我国刑事立法中必须予以考量的重要问题，应当参照国际刑法准则，参照我国签署、加入并施行的国际公约，修订我国刑法规范和其它法律法规，以更好地保护海外华人人权。
