基于时间情境重构政策效率的内涵

现代社会中政策过程是一个时空存在,政策目标与流程都与时间相关联。当效率成为政策过程的追求目标,而且效率又从技术维度上得到理解时,时间代表的速度就成为政策效率的重要因素。与效率相关联的时间是一种抽象的计量工具,是可计算可度量的时间段,这种时间概念契合了单一维度的效率观。但实际上,时间是多层次的彼此关联的体系,作为工具性计量单位的时间段也须从情境中来界定其意义。这样,时间与速度之间解绑,位于时空情境中的政策效率其内涵也需得到重构。

Reconstructing the Connotation of Policy Efficiency Based on Time Situation

In modern society,the policy process is a spatiotemporal existence,and policy objectives and processes are all related to time.When efficiency becomes the goal of policy process,and efficiency is understood from the technical dimension,the time becomes an important factor of policy efficiency.The time associated with efficiency is an abstract measurement tool,which is a computable and measurable time period.But in fact,time is a multi-level and interrelated system.As an instrumental measurement unit,time period also is related to the context.In this way,the connotation of policy efficiency needs to be reconstructed in the context of time and space.
