| 摘 要： | 随着经济发展实现从"引进来"到"走出去"的转变,我国对外投资不断增长,中国公民和法人海外发展涉及的安全及权益保护成为严峻的现实问题。2011年,中国公民与法人海外安全事件频发,中国尽最大能力,利用相关国际法制度保护了中国公民与法人的海外安全。完善中国公民海外安全保护机制势在必行。
